Meal Inclusions Documentation - All Inclusive

In March 2020 we asked the product team for some documentation to explain to partners how to manage meal plan inclusions and they said that they would update that once there were amenity filters in place but nothing has been added. In the meantime there was a change to breakfast to replicate property amenity to rate level but this was not done for all inclusive and we get regular tickets from partners asking why an all-inclusive hotel doesn't have all-inclusive rate amenities. We need an external article to explain to partners that they would need to look at "all_rate_plans": true and message all inclusive for all rate plans.
